インクラインの桜並木、南禅寺や無鄰菴の観光を楽しまれた人、また蹴上のつつじを楽しまれた人は多いと思います。けれども、このインクラインが何故できたのか、蹴上に水道局があり発電所まである背景をふと考えてみたことはありますか。ここには、驚くほど入念に計画された都市構築のアイディアが隠れています。
明治時代に入ると、首都が京都から東京に移ったことで多くの人や産業が京都を離れていきます。結果として徐々に衰退しつつあった京都の産業を盛り返すべく当時の京都府知事が考えたのが、この疎水からなる都市計画だったのです。ここではいかにこのプロジェクトが生活にも産業にも結びついたものであったか確認していきたいと思います。
そもそもこの疎水そしてインクラインが出来る前、京都と大津の間は人と馬をつかって荷物を運んでいました。起伏のあるあの一帯での運搬はかなりの重労働です。そこで、琵琶湖から疎水を引いて運河を通すことになります。また、蹴上のあたりには南禅寺があり、南禅寺一帯の住宅地は高いところにあるため、さすがに運河では運べません。普通に考えると、そこで荷をおろし陸路で運ぶことになるのですが、大胆にも船ごとレールに乗せて運び上げるという考えをしたところにこのインクラインの一つ大きなポイントがあります。
このように疎水とインクラインは物流が主たる目的で建設されたことがわかります。ただ、この計画がどのように都市計画へと成長したのでしょうか。
まずインクラインで船をレールに乗せて運び上げるには、電力が必要になります。その電気をどうやって賄うかということが課題になりました。もちろん電気を引いてくることもできたでしょうが、ここで取り入れられたのは大胆にも発電です。しかも当時アメリカで開発されたばかりの水力を採用したのです。この計画で目をつけたのは疎水を引くことができるくらいの一帯の水量と勾配だったのです。
さらに、電力が賄われてこれで船も運び上げることができるようになりました。ところが、電力をそれだけに使うのでは余ります。余った電気は周辺の会社や家庭に提供されることになります。これが後の京電開通に大きく影響することになります。
また、張り巡らされた疎水は運搬にとどまりません。南禅寺や一帯の別荘だけでなく。本願寺あたりのお寺にも池用の水や防火用水としてひかれていくことになります。
つまり景観としての庭を形成し、かつ文化財を守るための用水としての活用もされることになりました。
このように荷物を運ぶためのツールは、電力を提供し、水を提供することで京都の産業や生活に大きな経済効果をもたらすことになりました。
近年、そして最近も多くの都市計画が実行されていますが、果たしてその計画、しっかり考えられたものですか?単純に人の流れを生み出すだけのツールを組み込むような計画をするのではなく、ツールをプラスすることでそれば掛け算された効果を生むような計画をしないといけないと考えさせられます。
You might have enjoyed seeing cherry blossoms on Incline, sightseeing at Nanzenji temple and Murian, also Rhododendron at Keage. However, have you ever thought "Why was this Incline developed?" or "Why are there the water works department and the hydro power plant?" ? In fact, there is the hidden big idea of urban and social project in those architectures.
In later 19th century, the capital city in Japan was moved from Kyoto to Tokyo. As a result, the population and industries of Kyoto were getting decreasing and weaker. To stop subsidence and to motivate people in Kyoto, the governor of Kyoto made this project, Lake Biwa Canal Project. I would like to review this project how it improve life style and manufacturing in this city.
In general, a canal is developed to improve transportation system. From this point of view, what kind of problem are there? and how had people moved products between Kyoto and Otsu before this canal developed? They were moving products in person or by using horses. It was very tough work because there are lots of up-down near this area. Finally, to carry easier and quicker, they decided to conduct canals from Lake Biwa. Unfortunately, however, Nanzenji area is at upper side of hills. For this reason, it is not able to bring products from canals directly. To resolve this issue, they developed Incline for bringing up them with ship. In fact, This idea is one of important things in whole project.
By the way, how did they move this canal project forward urban and social project? At first, they needed to get large amount of power supply to bring products with ships. Certainly, the general idea is to bring power from the other prefectures or regions. However, they decided to make power by themselves near Incline. In addition, they used hydro power plant system which was just developed in US then. They considered that enough water supply and lots of up-down land forms were suitable for this new power supply system.
Once completing to draw a whole project picture, they were aware that their power supply system was able to provide more amounts of powers than required for bringing ships to upper side. For this reason, they decided to provide such surplus powers to companies, homes, and societies near Incline. In fact, this process encouraged to start Keiden train services later.
In addition, canals was not used only for transportation system, but also taken them to villas and temples for pond and river in the garden, or for fire disaster prevention. As a result, canal system enabled to develop some great garden and to prevent historical and cultural products from damages of disasters.
As I illustrated above, one of the idea to transport products provided power supply, water for sustaining industry and life, as a result, gave strong impression to local economy.
Recently, lots of city development plans are running, however, are those plans really considered in detail? City development has to impress not only attract people, but also should be a tool which improves industry, life, and environment near the place.
